Achilles Tendonitis can be caused by shortened muscles not only in the calf but also in areas farther up the kinetic chain. Tendonitis of the Flexor Hallucis Longus can be mistaken for the Achilles Tendonitis as they run parallel to one another. Pain in that area is usually assumed to be due to the Achilles. Differentiating between the two is important for treatment.

Shortened Quads will cause your Calves to work harder, putting more strain on your Achilles. Shortened Hip Flexors which make you lean forward at the waste will increase the stress to your Achilles. 

Try standing comfortably, note how your calves feel. Now lean forward from the waste about ten degrees. Notice how your calves tighten up?
